Katy is a Senior Associate in CMS’s planning team in London. She has more than 12 years of experience advising in all areas of planning law, from pre-application strategy to post-planning matters. Katy specialises in advising regarding large scale energy and infrastructure projects. This includes the promotion of (and objection to) Development Consent Orders and Compulsory Purchase Orders, including conducting advocacy during examinations.

Katy’s experience spans multiple sectors, including nuclear, hydrogen, offshore wind, interconnectors, and energy from waste. She also has a particular interest in helping the UK to realise the potential of geothermal and is a member of an industry and government coalition which is helping to champion this. Katy also advises high profile clients on their HQ lettings in London, and investors and funders regarding acquiring stakes in various developments across all sectors.

  • Cadent in respect of the promotion of its H2 East: Humber to Nottinghamshire DCO
  • Formula One regarding their new London HQ at 40 Broadway, London.
  • SSE Slough Multifuel Limited regarding the promotion of a Development Consent Order for its Slough Multifuel Project to enable it to operate at a capacity of up to 60MW (which was granted in 2023). 
  • SSE Hydrogen Developments Limited on the promotion of a DCO for its Ferrybridge Next Generation Power Station. 
  • National Grid Ventures on the promotion of a DCO for its LionLink interconnector project, the UK’s first multi-purpose interconnector. 
  • Flotation Energy plc in respect of the promotion of two DCOs to consent the generation and transmission assets associated with the Morecambe Offshore Windfarm (the transmission DCO being joint with the Morgan Offshore Wind Farm).
  • Equinor regarding the promotion of a DCO for its Aldbrough Hydrogen Storage Project in the Humber.
  • EDF Energy Nuclear Generation Limited in respect of the decommissioning of Hunterston B and Hinkley Point B Nuclear Power Stations.
  • EDF Energy Nuclear Generation Limited in respect of the Sizewell C DCO, and regarding the East Anglia One North and East Anglia Two Offshore Wind Farms DCOs.
  • NGET, National Gas Transmission, Cadent, SSE, SGN and EDF in advising regarding the protection of assets in association with the promotion of numerous third party DCOs and CPOs. This has necessitated conducting advocacy at hearings, and the negotiation of protective provisions and asset protection agreements.
  • National Grid Electricity Transmission plc regarding the promotion of a Compulsory Purchase Order to enable it to compulsorily acquire the land and rights necessary to construct and operate the English onshore elements of the Scotland to England Green Link (SEGL2).
  • Heathrow West Limited on the promotion of its DCO for the expansion of Heathrow Airport.
  • Sainsbury’s Supermarkets Ltd in respect of strategic planning advice including section 106 agreements and highway matters.
  • A global warehousing and distribution company regarding the acquisition of numerous warehouse facilities.
  • An international hotel operator regarding compensation associated with compulsory acquisition by HS2.
  • Various energy investors in respect of acquiring stakes in offshore windfarm projects throughout the United Kingdom.
  • TikTok on their letting of 90,000 sq ft new office space at Kaleidoscope above Farringdon East Crossrail Station from developer Helical.
