Nicola Insley is Of Counsel in our Planning Team. 

She has more than a decade of experience of advising on all aspects of planning law including strategic advice on nationally significant infrastructure projects, regeneration projects, judicial review, appeals and public inquiries, transactional due diligence, planning and highways agreements. Having previously worked as an academic, Nicola writes legal opinion pieces and specialises in providing complex and technical legal advice. 

Nicola’s clients include the major UK and International development and property and investment companies, government agencies/departments, sovereign wealth, energy providers, retailers, house builders, warehouse clubs, infrastructure companies and student accommodation providers.

Relevant experience

  • Chinese Embassy in the UK on the regeneration of Royal Mint Court on the fringe of the City of London including a call-in inquiry, CIL advice, heritage matters and the interplay between international and UK law.
  • SEGRO on the renewal of its SPZ at Slough Trading Estate, including the negotiation of a complex s106 agreement and package of ancillary documents, a detailed environmental screening process and CIL.
  • National Grid Electricity Transmission in respect of their SEGL 1 and SEGL 2 projects. Advising on strategic matters including permitted development rights, environmental impact assessments and compulsory purchase powers.
  • Flotation Energy on successfully obtaining planning consent for their Greenvolt offshore wind project in Scotland and supporting consenting on their White Cross test and demonstration site in Devon.
  • Berkshire Assets on a successful judicial review of a local authorities‘ refusal to grant prior approval pursuant to permitted development rights. This included challenging the meaning of an Article 4 direction issued by the same authority and subsequent successful costs claim.
  • Quintain on the development of its portfolio of residential-led tall mixed use buildings in Wembley Park, and associated highways infrastructure. This included complex work on the status of highways and seeking order to adjust highway boundaries.
  • Costco - strategic and development advice to this US Company on its warehouse club development portfolio in England and Wales, including planning application review, s106 and CIL advice on its new warehouse clubs across the UK.
  • Google – on obtaining planning consent for new data centres in the south-east of England including reviewing environmental statements and considering bio-diversity net gain.
