Recognised as a key lawyer for planning in Legal 500 since 2022, Raj is a Senior Associate in the CMS Planning team in London. Raj joined CMS in 2024, having qualified in 2018. She works on all aspects of planning and infrastructure law. Raj’s experience covers core planning development under the Town and County Planning Act 1990, and she also works on nationally significant infrastructure projects (NSIPs) under the Planning Act 2008.

Raj has considerable experience across both contentious and non-contentious planning matters, including drafting and negotiating complex section 106 agreements,  planning appeals and public inquiries, judicial and statutory reviews, heritage matters, CIL, strategic planning advice, transactional due diligence, EIA development and application reviews. On the infrastructure side, Raj has worked on the full life cycle of NSIPs from pre-application through to submission and examination.

Raj acts across a number of sectors, including large-scale residential development including garden village schemes, Build-to-Rent (BtR) accommodation, student accommodation, Energy development including BESS schemes, commercial development and infrastructure projects including ports.

  • Heathrow West Limited on the promotion of its proposals for expansion of Heathrow Airport including provision of a new terminal and associated alterations to the M25, M4 and local roads.
  • Chinese Embassy in the UK on the regeneration of Royal Mint Court on the fringe of the City of London including a call-in inquiry.
  • Mitsubishi Estates on its successful CIL liability appeal in respect of the redevelopment of the former ITV headquarters on the South Bank.
  • A number of appeals, including in respect of Energy from Waste and BESS schemes.
  • Connected Living London on four Build-to-Rent developments across Greater London, delivering over 1000 BtR units, including securing consent on appeal for one of the schemes.
  • Associated British Ports on its NSIP application for the Immingham Eastern Ro-Ro Terminal.
  • Advising on a number of Garden Villages delivering thousands of homes, commercial space and associated infrastructure.
  • Securing consent following a planning inquiry for the proposed Queen Elizabeth II landmark sculpture, ‘Ascendant’, near the Northumberland National Park.
