Assembly of the Republic Resolution no. 127/2025 of April 10 was published, updating the National Energy and Climate Plan 2030 (PNEC 2030).

As part of this revision, the following national objectives have been identified:

  1. Decarbonizing the national economy: ensuring a trajectory for reducing national greenhouse gas (GHG) emissions in all sectors of activity, namely energy and industry, mobility and transport, agriculture and forestry and waste and wastewater, and promoting the integration of mitigation objectives into sectoral policies (mainstreaming);
     
  2. Prioritizing energy efficiency: Reducing primary energy consumption in the various sectors in a context of sustainability and cost-effectiveness, investing in energy efficiency and the efficient use of resources, prioritizing the rehabilitation and renovation of buildings, and promoting zero-emission buildings;
     
  3. Strengthen the commitment to renewable energies and reduce the country's energy dependence: strengthen the diversification of energy sources through the increased and sustainable use of endogenous resources, promote the increased electrification of the economy and encourage R&I in clean technologies;
     
  4. Guaranteeing security of supply: ensuring the maintenance of a resilient and flexible system, with diversification of energy sources and origins, reinforcing, modernizing and optimizing energy infrastructures, developing interconnections and promoting the integration, reconfiguration and digitalization of the energy market, maximizing its flexibility;
     
  5. Promoting sustainable mobility: decarbonizing the transport sector, encouraging modal shift and better functioning of public transport networks, promoting electric and active mobility and the use of clean alternative fuels;
     
  6. Promoting sustainable agriculture and forestry and boosting carbon sequestration: reducing the carbon intensity of agricultural practices and promoting effective agroforestry management, helping to increase natural sink capacity;
     
  7. Developing an innovative and competitive industry: promoting industrial modernization by focusing on innovation, decarbonization, digitalization (industry 4.0) and circularity, contributing to increasing the competitiveness of the economy;
     
  8. Ensuring a just, equitable, democratic and cohesive transition: strengthening the role of the citizen as an active agent in decarbonization and the energy transition, creating a level playing field for all, combating energy poverty, creating instruments for the protection of vulnerable citizens and promoting the active involvement of citizens and territorial valorization.
