Successful major project: CMS advises City of Frankfurt on reconstructing parts of Frankfurt Old Town

Frankfurt/Main – After ten years of planning and construction, the “new” Frankfurt Old Town was officially opened to the public on 9 May 2018 by the reconstruction contractor, DomRömer GmbH. A total of 35 houses (15 reconstructions and 20 new builds) have been built on the historic site of the Old Town, which was destroyed in the Second World War. The construction costs totalled around EUR 200 million.

A CMS team headed by Dr Jakob Steiff and Dr Katja Küpper advised DomRömer GmbH, a wholly-owned subsidiary of the City of Frankfurt, on all aspects of procurement and construction law from the beginning of the planning phase, which involved handling more than 120 EU-wide procurement procedures. In particular, the services provided included legal support for the various architectural competitions, advice on procurement and contract law for awarding all planning and construction contracts, successful representation of the client in verification procedures, and advice on public construction law. During the five-year execution phase by more than 200 specialist firms, CMS successfully provided support on construction law matters relating to the project and its legally-robust implementation. In addition, CMS advised on copyright, tax law and on insolvency law with regard to insolvent construction firms, on an interdisciplinary multi-location basis. The team headed by Dr Jakob Steiff regularly advises the City of Frankfurt on large-scale projects. Recent examples include the investor selection procedure for the construction and operation of a multi-function arena, the re-awarding of advertising rights, and construction of the new DFB Football Academy.

Construction work on the DomRömer Quarter started in 2014 and was completed at the beginning of 2018. The redeveloped area covers around 7,000 square metres in the city centre, between the cathedral (Dom) and the town hall (Römer). The new ensemble provides some 80 apartments plus 30 commercial units for upmarket shops and restaurants. CMS also advised on the sale of this residential and commercial space to private owners, based on a structured allocation procedure. The first residents will start moving into their new homes in June, with fit-out of the shop and restaurant areas taking place at the same time.

As a wholly-owned subsidiary of the City of Frankfurt, DomRömer GmbH was responsible for the development, planning and realisation of the DomRömer Quarter, and also handled the marketing and sale of the new buildings and apartments. Going forward, the company will manage the district.
