Gambling White Paper: Embracing the Future with a Statutory Levy
Key contacts
On 29 November 2023, the Gambling Commission (GC) published their second set of consultations on the Gambling White Paper, which cover five key areas:
- Socially responsible incentives
- Customer-led tools
- Improved transparency on customer funds in the event of insolvency
- Changes to the frequency of regulatory returns submissions
- Removing obsolete Commission requirements due to the government’s upcoming statutory levy (LCCP RET list)
This article focuses on removing obsolete Commission requirements due to the government’s upcoming statutory levy (LCCP RET list).
Overview
This consultation aims to ensure a smooth transition from the current LCCP funding obligation to the statutory levy.
The forthcoming statutory levy will render the existing requirement of paragraph two of Social Responsibility (SR) Code Provision 3.1.1 redundant. This provision currently requires gambling licensees to annually contribute to organisations on the LCCP RET list.
The proposal maintains the emphasis on social responsibility as the first paragraph of SR Code Provision 3.1.1, which requires policies promoting socially responsible gambling, remains unaltered, underscoring the GC's commitment to safeguarding vulnerable groups.
Next steps
The consultation invites all stakeholders to share their views on whether they support or oppose the proposed changes, as well as any other suggestions or comments they may have. The consultation will close on 21 February 2024.
