The Railway Safety Regulations 1999 (SI 1999 No. 2244) were laid before Parliament on 10 August 1999, coming into force on various dates from 30 January 2000 to 1 January 2005. The Regulations state that no person shall operate and no infrastructure controller shall permit the operation of a train on a railway unless a train protection system is in service in relation to that train and railway. From 1 January 2005, it is prohibited to operate any rolling stock on a railway that has hinged doors for use by passengers for boarding and alighting from the train. Mark I rolling stock is prohibited from use from 1 January 2003.
