Two further documents have been published adding to the Environment Agency’s Library of Licence Conditions and Working Plan Specifications. “The Working Plan Guidance and Specifications” and the “Library Conditions Guidance and Templates” were published in August 1999. The documents were issued for consultation in March, following widespread industry concern that local Agency personnel lacked the experience and training required to issue waste management licences. The Working Plan Guidance and Specifications provides detailed guidance on and specifications for the preparation of working plans for metal and recycling facilities. It is to be used by applicants for waste management licences as well as Agency officers dealing with applications for waste management licences for metal and recycling facilities. The Library Conditions Guidance and Templates gives detailed guidance on and templates for the preparation of licence conditions for waste management facilities, aimed to be used by Agency officers preparing waste management licences and dealing with modifications to licence conditions.
