Seeking your views on planning & highways agreements and how they contribute towards development delays

The Labour Government has been working hard on policy and legislative changes to speed up the planning process and to get Britain building again. However, at CMS we are seeing an increasing level of delay to the completion of planning and highways agreements, which are ultimately holding up development proposals that are otherwise approved. Our experience is not unique and so we would like to work with the industry to collect information about what is causing the delays and how the key problems can be resolved.

If you are involved in the process of negotiating planning or highways agreements, either as a lawyer, a planning or highways practitioner or as a developer, we would be really interested in receiving your views on this topic. Please find below a link to a short multiple choice survey that we have launched. The survey will close on 28 November 2025 at 5pm. Please do get involved and engage with this solutions focussed project. 

When we have the results, we aim to arrange a small number of focus groups to delve into the detail of possible solutions. We will then publish the results and invite relevant stakeholders to act. No personal information will be used in the published results without prior consent.
