On 23 October 2025, Commission Delegated Regulations (EU) 2025/2150, 2025/2151 and 2025/2152 were published in the Official Journal of the European Union, amending the European directives on public procurement (Directive No. 2014/23/EU, No. 2014/24/EU and No. 2014/25/EU) and setting, from 1 January 2026 until the end of 2027, new thresholds for the value of public contracts to which the rules laid down in those directives apply.
There has been a downward revision of the European thresholds for the higher values set for 2024 and 2025.
The new thresholds are as follows:
i. General Public Procurement Sectors:
1. For public works contracts, the amount of € 5,538,000 is replaced by € 5,404,000.
2. For public supply and service contracts awarded by central government authorities (State), the amount of € 143,000 is replaced by € 140,000.
3. For public supply and service contracts awarded by sub-central contracting authorities (other contracting entities), the amount of € 221,000 is replaced by € 216,000.
4. Works contracts subsidised directly by the contracting authorities by more than 50 %: the amount of € 5,538,000 is replaced by € 5,404,000.
5. Service contracts subsidised directly by contracting authorities by more than 50 %: the amount of € 221,000 is replaced by € 216,000.
ii. Special Sectors (Water, Energy, Transport and Postal Services):
1. For supply and service contracts and design contests, the amount of € 443,000 is replaced by € 432,000.
2. For public works contracts, the amount of € 5,538,000 is replaced by € 5,404,000.
iii. Concession contracts:
1. For public works concession contracts or service concession contracts, the amount of € 5,538,000 is replaced by € 5,404,000.
