Three Ministerial Orders have been published today by the Ministry of Environment and Energy regulating the Decree-Law no. 4/2024, which establishes the Voluntary Carbon Market (VCM). It should be noted that the Voluntary Carbon Market pertains to projects aimed at mitigating greenhouse gas emissions (GHG), specifically GHG emission reduction projects and carbon sequestration projects, developed within national territory and subject to specific eligibility criteria.
The aforementioned Orders aim to regulate the following aspects:
- Ministerial Order No. 239/2024/1, of 2 October, establishes the fee amounts to be charged by supervisory entities and the registry platform manager within the Voluntary Carbon Market;
- Ministerial Order No. 240/2024/1, of 2 October, defines the qualification criteria for independent verifiers of greenhouse gas emission mitigation projects and identifies the managing entity for the qualification system under the Voluntary Carbon Market;
- Ministerial Order No. 241/2024/1, of 2 October, sets forth the general requirements for the electronic registry platform of the Voluntary Carbon Market.
