Package of Measures to Strengthen the Security of the National Electric System

Following the blackout that occurred in April this year, the Ministry of Environment and Energy announced, on 28th of July, the launch of a “Package of Measures to Strengthen the Security of the National Electric System.”

Among other measures, we highlight the Government's decision to increase the number of power stations with autonomous start-up capacity (black start) to four by January 2026, to include the Baixo Sabor and Alqueva power plants, which will join those of Tapada do Outeiro and Castelo de Bode.

Also noteworthy is the Government's intention to launch a tender for the procurement of system services associated with energy storage batteries up to 750 MVA (by January 2026).

Resolution of the Assembly of the Republic no. 138/2025, of 29th of July

AR recommends that the Government apply the minimum VAT rate for the purchase and maintenance of renewable energy production equipment

Resolution of the Assembly of the Republic No. 138/2025 was published yesterday, recommending that the Government apply the minimum VAT rate for the purchase and maintenance of renewable energy production equipment.

The proposed law to apply the reduced VAT rate to the purchase, supply, installation, maintenance and repair of devices, machines and other equipment intended exclusively or primarily for the capture and use of solar, wind, geothermal and other alternative forms of energy, under item 2.37 of List I of the VAT Code, should be submitted no later than the end of 2025.
