Public Consultation – High Demand Zones (ZGP)

On 3 February 2026, Announcement No. 16-A/2026 was published, officially launching a public consultation regarding the exceptional procedure for the allocation of grid connection capacity in High Demand Zones (ZGP), which pursuant to Order No. 1135/2026, of 2 February, encompasses the entire mainland territory covered by the Public Service Electricity Network (“RESP”).

Interested parties seeking to obtain connection capacity to RESP for the connection of consumption facilities must submit, within 20 business days from the date of publication of the Announcement, the following documents:

(i) Expression of Interest – To be submitted to REN – Rede Elétrica Nacional, S.A., through  zgp@ren.pt, together with the documents listed in Section 8 of Annex I of the Announcement.

(ii) Deposit – The deposit amount is determined based on the grid injection capacity requested in the Expression of Interest, pursuant to Article 6 of Ordinance No. 15/2026/1, of 9 January. The requirements and deposit forms are set out in Annex II of the Announcement.

The Announcement further includes, in Annex III, a draft of the connection capacity title to the RESP for a consumption installation, which sets out the conditions and obligations to be observed by the respective holder, including the criteria applicable for assessing compliance with the schedule of the requested capacity under the procedure.
