Coming into force on 27 July 1999, The Town and Country Planning (Control of Advertisements) (Amendment) Regulations 1999 (SI 1999 No. 1810) make changes in consent procedures for the display of local authority advertisements requiring express consent. These Regulations apply only where the Town and Country Planning (Control of Advertisement) Regulations 1992 provisions do not cover the particular advertisement proposal.

Proposals to update and improve the system of outdoor advertisement control have been published by the DETR as part of its strategy to modernise the planning system. The consultation paper outlines the proposals to update, clarify and improve the arrangements for controlling outdoor advertisements and also seeks to make the current system more responsive to the rapidly changing nature of outdoor advertising. The display of all outdoor advertisements and signs is currently controlled by The Town and Country Planning (Control of Advertisements) Regulations 1992, with further guidance set out in Planning Policy Guidance Note 19 (Outdoor Advertisement Control) issued in 1992. The changes proposed offer a system that facilitates the display of outdoor advertisements whilst retaining sufficient control to ensure that the interests of amenity and safety are guarded. The paper claims that fundamental changes are necessary because the current Regulations do not appear to be operating consistently, efficiently and effectively.
