Approval of the New Manual of Procedures of the Global System Management

Directive No. 9/2025 of ERSE - Energy Services Regulatory Authority - was published today on the Portuguese Official Gazette (“Diário da República”), approving the new Manual of Procedures of the Global System Management (‘MPGGS’).

The new MPGGS introduces important changes to the functioning of the National Electricity System and the activity of market agents therein.

The main changes are the following:

  • Implementation of standardized balance services and new system service tools as provided for in the Networks Operation Regulation (Regulation No. 816/2023 of 27 July).
     
  • Participation in the automatic Frequency Restoration Reserve (aFRR) markets, including membership of the European PICASSO, a platform for energy exchange and aFRR balancing between European transmission system operators.
     
  • In line with European practices, the start of trading and settlement in 15-minute periods.
     
  • Provision to equipe the management of the electricity system with new tools to deal with the effects of the energy transition.

The Directive will enter into force tomorrow and start to produce effects 15 days after that date, without prejudice to the deadlines for implementing the measures associated with standardised aFRR band and energy products.
