Public Consultation on Competitive Procedures for Standalone Energy Storage Facilities and Renewable Energy Generation Facilities with Co-located Storage
Meet The Law - Energy & Climate Change
The Directorate-General for Energy and Geology (DGEG) has announced the opening of public consultations concerning the competitive procedures for the allocation of reserved injection capacity in the Public Electricity Network (RESP), aimed at the following categories of projects:
- Standalone electricity storage facilities
A maximum capacity of 750 MVA is expected to be made available across various locations on the National Transmission Grid (RNT); and
- Renewable energy generation facilities incorporating co-located storage
A maximum injection capacity of 300 MVA in the RESP is expected to be allocated across various locations on the RNT, namely Abrantes, Rio Maior, Sines and Santo André.
In both cases, capacity will be allocated through a competitive procedure conducted by means of an electronic auction.
The proposed framework also provides for the revenues generated by the procedures to be shared between the Portuguese National Electricity System and the municipalities covered by the awarded projects. In addition, the relevant municipalities will be entitled to receive annual compensation corresponding to a percentage of the net revenues generated by the operation of the respective facilities or projects.
The public consultations will remain open until 20 July 2026, and comments must be submitted through the Participa Portal:
- Standalone energy storage: [view consultation];
- Co-located energy storage: [view consultation].
