The draft Decree-Law, that partially implements the Regulation (EU) 2023/1804 of the European Parliament and of the Council of September 13th, 2023 on the creation of an alternative fuels infrastructure and repeals the Directive 2014/94/EU (AFIR Regulation), has been submitted for public consultation.

The main measures include:

  1. Elimination of the figure of the electricity supplier for electric mobility (CEME), with the supply of electricity for electric mobility being ensured through direct recourse to the electricity market, now extended to self-consumption;Ensuring an adequate infrastructure for charging points;
  2. Mandatory ad hoc charging option at charging points, enabling electric vehicle users to use charging points without the need for a contract;
  3. An end to the obligation to connect to a single platform for the entire mobility network system, hitherto managed by the Electric Mobility Network Management Entity (currently Mobi.e).

Comments and documents within the scope of this public consultation must be submitted exclusively through the ConsultaLex portal (consultalex.gov.pt) by March 29th.
