The Regulation (EU) 2024/1689 – Artificial Intelligence Act (EU AI ACT) is directly applicable in Slovenia.
Existing Regulatory Frameworks Applicable to AI
Other relevant laws that govern AI-related activities include:
- Act on the Implementation of Regulation (EU) laying down harmonized rules on AI (ZIUDHPUI) (Official Gazette of the Republic of Slovenia, no. 85/25): Determines the competent authorities for implementation and supervision of EU AI Act and sanctions.
- Personal Data Protection Act (ZVOP-2) (Official Gazette of the Republic of Slovenia, no. 163/22 and 40/25 – ZinfV-1): Governs processing of personal data, which applies also to AI systems.
- Consumer Protection Act (ZVPot-1) (Official Gazette of the Republic of Slovenia, no. 130/22): Applies to AI-driven products and services impacting consumer rights.
- Information Security Act (ZInfV-1) (Official Gazette of the Republic of Slovenia, no. 40/25): Regulates cybersecurity and the security of information systems, in line with the EU NIS2 Directive.
- Act on the Implementation of Regulation (EU) on General Product Safety (ZIUSVP) (Official Gazette of the Republic of Slovenia, no. 102/24): Determines the competent authorities for implementation and supervision of the Regulation (EU) 2023/988 – General Product Safety Regulation, which is directly applicable (see EU AI Regulatory Tracker).
- Electronic Communications Act (“ZEKom-2”) (Official Gazette of the Republic of Slovenia, no. 130/22, 18/23 – ZDU-10 and 40/25 – ZinfV-1): Regulates electronic communications network and electronic communications services.
Please bear in mind, that it is necessary to also consider the relevant EU legislation, especially EU Regulations, which are directly applicable.
Regulatory Oversight of AI
In Slovenia, oversight of AI use is shared across several bodies:
- Agency for Communication Networks and Services of the Republic of Slovenia (AKOS);
- Information Commissioner;
- the Bank of Slovenia;
- Insurance Supervision Agency; and
- Market Inspectorate of the Republic of Slovenia.
Since the ZIUDHPUI only became applicable and enforceable as of November 2025, it is currently not possible to determine how active each regulatory authority will be. This will become clear in practice over time.
AI Guidance, Policies, and Strategic Frameworks
- Digital Slovenia 2030: Launched in 2023, this strategy outlines Slovenia’s vision for digitalisation, including the adoption and application of AI.
- Strategy for the Digital Transformation of the Economy: Introduced in 2022, it provides guidelines to support the further development and transformation of the Slovenian economy, particularly small and medium-sized enterprises, which form the backbone of the Slovenian economy.
International AI Standards and Guidelines
As a member of the EU and OECD, Slovenia’s legal and policy framework is closely aligned with international AI standards, such as the OECD Principles on AI, and related guidelines.
Furthermore, Slovenia also actively participates in shaping AI regulatory development and its ethical use. For example:
- Slovenia chaired the Ad Hoc Working Group on AI (CAHAI), whose purpose was to prepare the foundations for a possible international overarching framework on the ethical operation of AI from the perspective of ensuring human rights and fundamental freedoms.
- Slovenia is the founding member of the Global Partnership on AI (GPAI), which is a multilateral initiative for cooperation and policy coordination in the field of AI among like-minded partners at the global level.
Forthcoming AI Legislation
In Slovenia, the AI Act is already applicable.
In addition, in November 2025, the Slovenian government submitted the draft National Artificial Intelligence Programme 2030 for public consultation. The document represents Slovenia’s central strategic framework for the development and use of artificial intelligence until 2030. Comments on the public consultation are possible until the end of 2025, after which an action plan will be prepared (part of which may include further legislation in the coming years).
