Call for Tenders for Energy Storage Systems and ERSE Public Consultation on High Demand Areas

This week saw two notable developments in the energy sector that are worth noting:
(i) Tender Notice No. 01/C21-i18/2026 | Grid Flexibility and Storage
The application period is now open under Call for Tender No. 01/C21-i18/2026 (the “Call”).
The Call, issued under the RP-C21-i18 – Grid Flexibility and Storage of the Recovery and Resilience Plan (PRR), aims to support the installation of battery-based energy storage systems associated with existing power plants with an installed capacity exceeding 1 megavolt-ampere (MVA).
According to information made available on the Environmental Fund’s official website, applications may be submitted until 5:59 p.m. on 8 April 2026.
It should also be noted that the Regulation for the “Grid Flexibility and Storage” Business Incentive Scheme, applicable to the present Call and recently amended by Ministerial Order No. 83-A/2026/1 of 19 February, was also rectified earlier this week, clarifying the responsibilities of the Environmental Fund in the administration and management of this type of call for applications (see Rectification Statement No. 10/2026/1).

(ii) ERSE Public Consultation | Allocation of Grid Connection Capacity for Consumption Installations in High Demand Areas
On 10 March, the Energy Services Regulatory Authority (ERSE) launched a Public Consultation regarding the regulation governing the allocation of grid connection capacity for consumption facilities in High Demand Areas (ZGPs).
In this context, a draft directive was presented which aims to define the methodology for calculating the amount payable for the transfer, due by interested parties, to those making available or transferring previously allocated but unused consumption capacity in ZGPs. The draft also sets the applicable amount for the year 2026 (see Article 1 of the Draft Directive).
The deadline for the submission of contributions is 20 March 2026.
