Public Consultation – Revision of the National Gas Transmission and Distribution Network Regulations

Last Friday, the Directorate-General for Energy and Geology (DGEC) has published for public consultation the revisions to the regulations for the National Gas Distribution Network and the National Gas Transmission Network, which are part of the reforms approved in the revision of the Recovery and Resilience Plan (PRR), in accordance with the Implementation Decision of the Council of the European Union.

Specifically, the RP-C21-46 reform, included in the REPowerEU plan, revises the normative framework for national gas transmission and distribution networks to promote the use of renewable gases, in particular hydrogen, as part of a broader transition strategy towards a decarbonized economy.

These revisions should guarantee the establishment of technical criteria and operational aspects for the production, certification, transport, storage, leakage prevention, and, if that is the case, the injection of renewable hydrogen in the network, defining the responsible entity for the management of the injection. 

The referred revisions should also establish criteria so that the maximal authorized concentration of hydrogen is not exceeded on the gas network, as well as define the end-users of the renewable hydrogen, in consonance with the EU strategy for hydrogen, particularly those hard-to-decarbonise sectors of industry and transportation.

Interested parties may submit their comments until July 26, 2024, to be submitted via the Participa portal.
