Online gambling law and regulation in Spain

[1] Only the local monopoly operators, SELAE and ONCE, are licensed to provide lottery gambling services in Spain.

Regulated online gambling comprises:

• lotteries;
• betting (on sports, horseracing, fixed odds betting, live betting on certain events) and exchange betting;
• raffles;
• contests;
• slots; and
• other games (this category includes poker, roulette, baccarat, bingo and black jack amongst others).

Any kind of gambling not expressly regulated will remain prohibited.

Some Spanish regions have also issued their own online gambling regulations under which operators will require a specific local licence (compatible with and independent of the national licence). This is the case for Castile-Leon, Valencia, Murcia, Navarre, the Basque Country and Madrid.
