The Dutch online gambling market opened in October 2021 under a new licensing system. Since then, the regulated market has continued to evolve with a focus on consumer protection and responsible gaming.
Licences are available to all legal entities with their statutory seat or head office within the EU or EEA, and are available for up to five years. Licences will only be granted to reliable parties, and the administrative, criminal and tax history of the applicant (and people and legal entities affiliated with it) will be examined.
As of 1 July 2023, a nationwide ban on untargeted gambling advertising and sponsoring came into effect for online games of change (see: Besluit ongerichte reclame kansspelen op afstand)
On 1 October 2024, the Regulation on playing limits and more conscious gaming behaviour (in Dutch: Regeling speellimieten en bewuster speelgedrag) came into effect. This Regulation imposes additional rules for online gambling providers to make players of online games of chance more aware of their gaming behaviour and to better protect players of online games of chance against the risks of gambling.
