The Government’s White Paper is split into six areas (in line with its Call for Evidence for the review of the Gambling Act 2005). Set out below is a summary of the Government’s proposals in the area of online protections.

Financial risk checks: Mandatory checks will be introduced. The Gambling Commission will consult on two levels: one for moderate levels of spend (£125 net loss within a month or £500 within a year) and one for high levels of spend (£1,000 net loss within 24 hours or £2,000 within 90 days).

Cross-operator harm prevention system: The Gambling Commission will consult on mandating participation in a cross-operator harm prevention system based on data sharing.

Game design: The Gambling Commission will consult on updating design rules for online products.

Online slots stake limits: The Government proposes a stake limit for online slots, consulting on a limit of between £2 and £15 per spin (and lower limits for 18 to 24 year olds).

Improvement of player-centric tools: The Gambling Commission will consult on implementing potential improvements to player-set deposit limits.

Prize draws: The Government will explore the potential for regulating competitions and prize draws which offer significant prizes.

White label arrangements: The Government has concluded that current requirements for licensees to take responsibility for third parties with whom they contract are sufficient, however will require the Commission to consolidate existing information and good practice.
